Instructional design for online resources requires a different approach to that used in paper based resources.

Many resources on the web are basically an adaptation of a paper based resource (an electronic page turning device).

Most resources on the web are one-way resources. They are delivered to the learner without ever putting any process in place to check whether the learner is interacting with the resource or whether the resource is effective or valid. When it is done, it usually involves some sort of "available" tool like "Chat". An example is trying to use interactive one-way learning objects as a means of engaging the learner. There are more effective ways of engaging the learner if you use a tool/LMS that has a reasonable amount of functionality.
